Las Vegas enjoys its reputation as a Sybaritic town, with its heady blend of sparkle, sex and money. It celebrates its history of organized crime with a Mob Museum championed by a former mayor. But lately, Sin City has been transfixed by puppies — 27 of them, all tail-wagging survivors of a fire that the police call arson.
