Gaming is hardly “incidental” at most non-casino establishments with slots

That's what county auditors found months ago in a confidential audit memo I have obtained. County Commissioner Steve Sisolak asked for the more comprehensive audit after my producer, Dana Gentry, wondered why county officials were only concerned with the percentage of gaming revenue at Dotty's, which major gaming interests believe are operating outside of the spirit of state regulations that stipulate gaming must be "incidental" to the property's main purpose.

Dotty's, the last item in the memo at right, surely is well over any reasonable definition of incidental. But look at the rest and you will see why gaming authorities -- who have the authority to clarify but have not -- probably should. Especially since the smoking ban smashed their profits, taverns clearly are surviving on gaming revenues.

They are not incidental; they are essential.
