The candidates and the issues Budget: The city faces a more than $50 million budget shortfall in 2009 and 2010. It has offered buyouts to experienced workers and is implementing a voluntary unpaid furlough program to make necessary cuts. Decreased sale and property taxes mean more struggles ahead. Museum: The City Council appointed a nine-member board to oversee design and construction of the $61 million Henderson Space and Science Center as part of a planned mixed-use development near U.S. 95 and Galleria Drive.. Downtown redevelopment: The city had more than $300 million in development planned for the Water Street area. The recession has caused cancellations and delays. Many storefronts are vacant near City Hall. Industry: The city is nearly out of space for industry. It will add about 500 acres near the Henderson Executive Airport through a deal with the Bureau of Land Management. The city wants to diversify its economy by drawing major business not connected to gaming.
