Officer charged in lewdness with child

Kevin B. Hugins, a North Las Vegas police officer, was charged with lewdness with a child and gross lewdness Tuesday, authorities said.

The arrest affidavit said that between April 4 and April 6 Hugins allegedly viewed computer pornography at his home, exposed himself to his two children and told them to take their clothes off.

While making Father's Day cards earlier on June 11, one of the children told her teachers at Fredric Watson Elementary School that she was upset about her father's conduct, the affidavit said.

A CPS official and the detectives interviewed a counselor who was originally contacted by the teacher.

The arrest report notes that Hugins had been drinking prior to the alleged lewdness.P> It also mentions that Hugins had checked himself into Monte Vista Hospital after the alleged incident and he had been diagnosed with a bi-polar condition.

Hugins received a meritorious service award in 2002 for saving an 86-year-old woman from a house set on fire by her grandson in 1998. He is now on paid leave of duty pending the outcome of the trial.

District Attorney David Roger said this morning: "We take these cases very seriously and the officer will be treated like any other individual accused of a crime."
