Both the Senate and the House of Representatives have committees to handle and read proposed legislation because they get as much as 10,000 bills each session. There is no way each member can read all the legislation, including Obamacare. It is the job of the members in the committee to inform their party what is in the bill, and all committees have both Democrats and Republicans. Obamacare was passed by a majority in both the House and Senate.
