Police arrest suspect in fatal shooting over alleged botched drug deal

Metro Police arrested a man suspected of shooting and killing one person and injuring another after a failed drug deal outside the Lynwood Apartments.

Elias Ramirez-Lopez, 29, is charged with murder with use of a deadly weapon, attempted murder with use of a deadly weapon and battery with use of a deadly weapon resulting in substantial bodily harm.

Metro responded to the shooting on Sept. 10 in an alleyway near 2575 Lynnwood Street, near Sahara Avenue, where two people were found suffering from gunshot wounds. One victim, identified as Joseph Hand, 45, died from a shot to the back; the second victim, identified as Javier Rodriguez, 41, survived.

A Metro arrest report indicates the following:

A woman met with Ramirez-Lopez in his car to purchase drugs for herself, Hand and Rodriguez. She knew Ramirez-Lopez as “Paco” and had bought drugs from him before.

This time, however, when she presented him with the money, he threw it on the ground and said it wasn’t enough. An argument ensued between the two; she called Hand and Rodriguez to help.

The argument turned into a fight. Ramirez-Lopez then retrieved a gun from his nearby home and shot Hand and Rodriguez in the alley.

Rodriguez kept running while the woman dragged Hand to a nearby apartment. Hand later died at Sunrise Hospital and Medical Center.

Police identified Ramirez-Lopez using phone records after Rodriguez provided his number. The woman then identified Ramirez-Lopez in a lineup and police arrested him.
