Why would businesses come?

I finished reading the fairy tale by Robert Lang and Jaewon Lim about our growth potential in Southern Nevada (they include Northern Nevada also) because of the “Tesla Law” (“Using the ‘Tesla Bill’ to Southern Nevada’s advantage,” Nov. 16). This after several days of articles about tech businesses and manufacturing businesses not having an interest in coming to or staying in Nevada because of our lack of skilled workers. We can throw money at infrastructure, tax breaks, advertising, etc., but the bottom line is with no public school improvement and adding public-supported tech training schools (like most of the other states have been developing for decades), why would businesses open, move to or expand here? I have lived here over 12 years, and I have heard the same goals mentioned over and over, but nothing gets done and won’t until a trained and stable workforce is developed.
