Hearing set for Thursday on ride-hailing regulations

CARSON CITY — The Nevada Transportation Authority has set a hearing for Thursday on emergency regulations to allow ride-hailing companies such as Uber and Lyft to submit applications to operate beginning July 1.

The authority says a copy of its regulations will be available at least a day before the 9:30 a.m. hearing. Any emergency regulation must be approved by Gov. Brian Sandoval.

The law paving the way for the regulations was one of the mostly heavily lobbied bills in the Legislature, with taxicab and limousine companies lined up against it. Ride-hailing companies use an app to connect drivers and passengers.

The law says ride-hailing companies, which use an app to connect drivers and passengers, must carry at least $1.5 million in insurance to cover potential accidents.

The companies can hire drivers who are at least 19 years old and have a clean driving record for the three previous years and cannot have been convicted of drunk driving in the past seven years.

At a hearing earlier this month, opponents testified that there was no emergency and the rule-making should follow the normal process, which could take months. The authority voted 2-1 to move forward with the emergency-regulation process.
