State plans to reopen Las Vegas juvenile detention center

CARSON CITY — The state is planning to reopen a maximum security juvenile detention center in Clark County that was previously operated by a private contractor.

Mike Willden, chief of staff to Gov. Brian Sandoval, said today a program is being drawn up to present to the Legislature for its approval.

Willden said the state would run the center for high-risk juvenile offenders, but it would contract for services such as schooling, medical and vocational programs.

The facility is located off Interstate 15, south of the Las Vegas Motor Speedway.

In December 2013, the state contracted with Rite of Passage to run the Red Rock Academy for four years for $11.6 million. The state and Rite of Passage reached an agreement this month to end the deal.

Willden said there were repeated failures to run the Las Vegas center up to acceptable standards.

A legislative audit in October found Rite of Passage did not adequately “protect the health, safety and welfare of the youths at the facility.”
