Nevada Senate passes reading, language bills

CARSON CITY — The state Senate today approved bills requiring children to be able to read by third grade and putting more money into schools with large populations of students who speak limited English.

Both bills are part of an education package proposed by Gov. Bryan Sandoval and now move to the Assembly.

SB-405 allocates $40.5 million a year for schools with large populations of students who speak limited English.

SB-391 allocates $5 million next fiscal year and $22 million in 2017 to improve the reading skills of children in kindergarten and grades 1-3. Starting in 2019, a third-grade student who is not proficient in reading would not be promoted to the fourth grade.

Sen. Ben Kieckhefer, R-Reno, said the student could be held back only one year.
