To solve the trash problem caused by the River Regatta at Bullhead City, why not figure the cost of the cleanup, then simply add that cost to the entry fee? That would keep the crowds (revenue) coming to town. There are people out there who could use the employment, and what a great place to work, along the beautiful Colorado River.
