The Nevada Public Utilities Commission handed out early Christmas presents — a nicely wrapped gift with a great big bow on top to NV Energy. Then the commission gave a Wal-Mart plastic shopping bag filled with lumps of coal to all the people who have installed or are thinking about installing rooftop solar in Nevada. Of course commissioners were nice enough to double bag it.
