Gun owners need insurance

There appears to be a good case for federal legislation requiring high-dollar liability coverage protecting “anyone wrongfully injured” by discharge of a rapid-fire weapon. Anyone in possession of such a weapon would be subject to first-offense penalties for failure to have coverage, limited to confiscation and perhaps a low-dollar fine.

This would not pre-empt any state laws defining transfer and/or possession as criminal offenses; prosecution, within relevant states, would remain permissible. Similar legislation at the federal level appears unlikely to be enactable. The National Rifle Association has enough influence within the Senate to prevent passage of a cloture motion.

In view of recent tragedies, “borderline” senators might find it inadvisable to oppose insurance-only requirements.
