But the question is: Who can and should pay? Working families - those lucky enough to still have jobs in this economy - can't afford it. But Nevada still has billionaires to spare, and some industrial sectors, such as mining, are making record profits, stripping gold from Nevada's public lands and sending profits out of the country.
