Stratosphere tower work remains on hold

The state Gaming Commission last week approved Daniel Cassella as president, chief executive, chief operating officer and director of Stratosphere Corp., owner of the Stratosphere hotel-casino.

Cassella has been serving in those capacities at the Stratosphere under a limited gaming license granted in 1993. In a hearing before the Gaming Control Board earlier this month, Board members determined the associations that had led the Board to limit Cassella's license in 1993 had been severed.

Commissioners did not question Cassella about the associations, but they did question him about the Stratosphere's unfinished hotel tower.

Thursday, Cassella told commissioners tower construction would not commence until several lawsuits the company inherited when it bought the resort out of bankruptcy are resolved.

"Once those have been settled or resolved in some manner we intend to go ahead with construction," said Cassella. "In order for it to be a profitable venture, we have to proceed with the construction."

Stratosphere, which is on Las Vegas Boulevard, is now owned by Carl Icahn.

The Gaming Commission also:

Held for consideration at next month's meeting an application by Joan Morris and her company Ascot Gifts Inc. for a restricted gaming license to operate four slot machines at a gift shop in the Jockey Club timeshare resort. Commissioners Curran, Marshall and Gurolla said they were uncomfortable with approving gaming machines for a gift shop. They urged Morris to find a way to increase the store's size or product mix to make it meet the designation of a convenience store. The Commission agreed to delay a decision for a month to give commissioners a chance to visit the shop.

Approved a $10,000 fine against Triple J. Inc., doing business as Triple J. Bingo, for violations of cash transaction reporting requirements.

Approved a $2,500 fine against D.M.K. Inc., doing business as Sunrise Lounge and Restaurant, 6055 E. Lake Mead, for realigning its ownership structure without notifying the Gaming Control Board. The Commission also approved the transfer of a 33.6 percent interest in D.M.K. from Albert D. Massi and Cory M. Knauss to Martin A. Doetzer.

Approved a nonrestricted gaming license for Casino Bar & Sports Inc., doing business as Sports World Casino, 3049 Las Vegas Blvd. South, owned by James R. August Sr.

Approved Steven C. McLaughlin as general manager of both Great American Corp., doing business as Magic Star Casino, 2000 S. Boulder Highway, Henderson, and Sidelines Inc., doing business as Gold Rush Casino, 1195 W. Sunset Road, Henderson.

Approved continuous or delayed public offerings -- also known as shelf securities registrations -- for Mirage Resorts Inc., Aztar Corp. and Station Casinos Inc.

Approved a nonrestricted gaming license for Anchor Coin, doing business as Pioneer Club, 23 E. Fremont St. The license is limited to slot machines only.

Approved for two years a nonrestricted gaming license for Karen A. Long, administratrix of the Estate of Irwin S. Soper, and trustee of the Nettie L. Soper Gaming Trust, which together own the Regency Casino in Laughlin. Long was also approved as president and director of the casino, and Larry D. Long was approved as secretary, treasurer and general manager.

Approved Scott D. Wolf as manager of P.T.'s Pub at 739 S. Rainbow Blvd.

Approved Michael Zarvian as manager of Zarvian LLC, doing business as Mighty Mart, 234 Arroyo Grande, Henderson.

Approved "Lucky Coin," a game developed by Acres Gaming that is on trial at the Silver City and Mandalay Bay hotel-casinos.

Referred back to staff for further review an application for the transfer of a 49 percent interest in Scopoulis Enterprises, doing business as Finnegan's Pub, 6000 S. Eastern #A and B, from Robert J. Scopoulis to Patricia A. Scopoulis.
