Let vacant homes be maintained

I read about the Southern Nevada Water Authority’s plans to consider putting liens on vacant homes in Las Vegas. As I understand the law, vacant homes cannot have any utilities.

If that is correct, the law should be changed so people or finance companies that own the vacant properties can have water to keep property green and clean, plus electricity to have security systems to keep out people who do not belong there. Republic Services charges for trash pickup even though there is no trash to be picked up.

Rather than lower the property values of foreclosed homes, the law should be changed to allow owners to pay the small amount it costs for electricity and water.
