The children playing government are getting away with a no-rules-apply game. There seem to be a few elders, but they are afraid of the bad boy who has the seat at the head of the table.
If you let the children play and there is no control, you get chaos. Some elders are being locked out of the game and nobody cares enough to stand up and fight.
It is easy for a bully with no opposition to make or change any rules to fit his agenda. The followers are happy so long as they get to play, even if they don’t know the rules.
The stakes are too high not to have someone stand up to the bully and get back to fair play.
