There is mass confusion about the private-party firearm background check that won approval of voters in 2016 as Question 1.
The referendum was written to require the federal government and federally licensed dealers to process the transaction and background checks.
A state referendum cannot require the federal government to do anything, but it can mandate the state to do so.
The law was written carelessly, without thought or legal knowledge, or it so appears.
