Ukraine has been in an ongoing conflict with Russia and has devoted funds and personnel in an attempt to maintain its independence.
To do so, spending on basic human needs would have to be curtailed without the $391 million the United States Congress approved and but was not delivered in a timely fashion.
It has been shown that the delay was by direct order of President Donald Trump. While everyone knows that it was to bolster his re-election campaign against a potential opponent, it seems to me that there was a more nefarious intent.
By withholding the aid, Trump helped his friend, Russian President Vladimir Putin, in consolidating the effort to incorporate eastern Ukraine into Russia. And really, was it Ukraine or Russia that became involved in the 2016 election? Will Russia try to do it again this year? After all, there has been compensatory action for it.
