@forthetruth-reread the article again. "President Mary Ann Berry hired an unlicensed contractor to do shoddy work all over the community and then referred him to elderly, vulnerable residents who needed work done on their condo units."

She is being held responsible by the State Contractor's Board for hiring an unlicensed professional for the public common areas the HOA oversees. The individual homeowners are laying blame because she recommended him to do work in their homes.

In Nevada, all construction companies (including those self employed) who work or have presence are required to be licensed and bonded (or business liability insured) with the state. This is to protect the consumer from devious and unscruplous individuals who perform shoddy work. The civil penalties and criminal fines are used asretribution to the homeowner's for competent re-work by licensed work.

It really doesn't matter what kind of work he was doing, he broke the law doing any work for money if he was unlicensed. They would have to prove Berry knowingly hired an unlicensed contractor for the HOA and did not have proper permits issued.

Start with enforcing the zoning boundaries you have. I see it every morning-parents dropping their kids off at bus stops that they don't live near or driving across boundaries zones to the schools they live 30 minutes away from. Once you do that, then and only then should you reconsider rezoning and open enrollment.

Why doesn't the school districts and school registrars crack down on out of boundry attendees? I live near this school. I would say 25 to 30 percent of its students are driven to school by parents who don't live within school boundaries. These parents also congest roadways the lead to the school.
