U.S. District Judge Lloyd George had already granted a restraining order that prohibited distributors from being arrested or prosecuted for violating the new ordinance, although Metro Police could still issue citations.
Handbillers had asked the judge to issue a preliminary injunction that would make the injunction permanent until a trial could be held.
