You read every day about juvenile crime. Parents need to be more responsible for their kids. They need to discipline and know where and what their kids are doing.
I live in Winsome West Apartments and, if I videotaped the destructive things some of the kids and teens do, you could see that the parents don't come out and see about their kids from time to time. Then, if their kids get blamed, they get mad and feel you are picking on their kids.
Not all kids are bad, but it is time for parents to be more responsible for their kids. If they can't watch them, then they need to provide activities for their kids to do to stay out of trouble.
The bottom line is the little boy should have been home and not damaging the cement slabs. I feel the parent should be liable.
