Sylvestre will be responsible for the bank's treasury and investment function, overall financial management and regulatory compliance.

Sylvestre was most recently with the Resolution Trust Corp. in Newport Beach, Calif. Previously, he worked with Wells Fargo Realty Advisers and Atlas Hotels in San Diego.

* Geoffrey Wilson has been named vice president and business development officer in the corporate banking group of U.S. Bank of Nevada.

Wilson will generate new customer relationships for the bank with medium to large-sized companies in Nevada.

For the past 13 years, Wilson was vice president-corporate banking at M&T Bank in Buffalo, N.Y. He is a graduate of Haverford College and received his MBA from the Wharton School at the University of Pennsylvania.

* James R. Koschnick has opened JKD Marketing, an agency offering advertising and marketing services to small and medium-sized businesses in Nevada.

Prior to establishing the agency, Koschnick was senior vice president and marketing director at PriMerit Bank for 13 years. He earlier was marketing director for DDB, San Francisco, and Allstate savings and director of advertising for Glendale Federal Savings.

* Ron Hudson has been hired to manage the Las Vegas branch of Trinity Mortgage Co., a California-based lender.

Hudson has more than 10 years' experience in real estate and in branch-office management.

Trinity also has offices in Arcadia, Downey, Ontario, Rancho Cucamonga and Riverside, Calif.

* Sydney Young has been promoted to new car sales manager at Cadillac West.

Young has been the top sales person at the local Cadillac dealership for more than two years. She is a member of the Cadillac Crest Club and is ranked among the top 50 Cadillac sales people nationally.

* Thomas E. Miller has opened a law office at 3753 Howard Hughes Parkway in association with a Nevada-licensed attorney.

The office will serve the needs of Las Vegas homeowners associations that have encountered construction defect problems. Miller has written two legal textbooks on construction defect and land subsidence law.

* Ray McKay has been promoted to director of operations for Lynam Communication Group.

McKay will be responsible for the political affairs, government relations and public relations division.

McKay was formerly LCG's political director. Earlier, he was a staff assistant to Rep. Barbara Vucanovich. He began his marketing career following his graduation from UNLV.

* Roberta Elliott has been promoted to media director at Dunn Reber Glenn Marz Advertising and Public Relations.

Elliott will be responsible for directing all forms of media placement for accounts including MGM Grand, Summerlin, Arby's and UMC.

Elliott has worked at DRGM for the past five years, most recently as media department manager. She has 15 years' experience in the media and sales markets in Los Angeles and New York.

* Clark Peterson has joined Nextlink, Nevada as vice president and general manager, overseeing Southern Nevada operations.

Nextlink is a privately held, national communication company headed by Craig McCaw. In partnership with Prime Cable and Greenspun Inc., Nextlink, Nevada will offer local telephone service over its fiber optic network.

Peterson has more than nine years of experience in telecommunications. Prior to joining Nextlink, he was director of sales and marketing at AT&T Wireless Services and earlier held several positions including director at McCaw Revenue Development and national product director for McCaw Cellular Communications. He has a bachelor's degree in business management and marketing from Brigham Young University.

* Sally Galati has been elected vice president, distribution, by the Nevada Power Co. board of directors.

Galati will be responsible for construction, operation and maintenance of the company's distribution system as well as distribution system services.

Galati was most recently division director of distributive operations and construction. She joined Nevada Power as an electrical engineer in 1984 and has had increasingly responsible positions since. She has a bachelor's degree in electrical engineering from the Univeesity of Idaho.

Cindy Gilliam will assume responsibility for land services in her position as vice president, retail customer services, for the company. She will continue to lead the marketing, pricing, retail business planning, corporate communications and customer service departments.

Gilliam has been with Nevada Power since 1974.
