Tuesday's vote upholds a city staff decision in August to deny the permit.
The business sought the permit to allow the construction of a video arcade. After the denial because of zoning violations, the arcade was constructed, including wiring that did not have the benefit of a permit or inspections.
City building officials cut off electric power to the business on Oct. 9 and the fire department closed the business on Oct. 11 because of violations of the fire code.
Suzie's is located just south of the city limits, but is within the city's sphere of influence. That's a territory delineated in the regional plan where the city is responsible for zoning, building codes and other regulations.
