Proposed amendment would change pardons board

CARSON CITY – The present state Board of Pardons, composed of elected officials including the governor as its chairman, would be replaced by a state Clemency Board under a proposed constitutional amendment approved unanimously by the Senate.

The pardons board reduces or commutes sentences and remits fines of those convicted of crimes. And its makeup is composed of the governor, the attorney general and the seven members of the Nevada Supreme Court.

Under Senate Joint Resolution 1 proposed by Sen. David Parks, D-Las Vegas, the governor, chief justice and the attorney general would each appoint three members. Five of the members would be required to have experience in the criminal justice system.

The resolution goes to the Assembly. If it passes this Legislature, it must be approved again in 2011 and then ratified by the voters.
