Was hunt necessary?

Regarding the recent news that a rare hunt for Bighorn sheep had been approved at the Nevada Test and Training Range, it seems to me that the range should serve as a wildlife refuge for all animal species, including Bighorns, and not be violated by this special deal for a handful of hunters.

This looks more like a good-old-boy arrangement than anything with biological value.
