Police await Wisconsin DNA test in missing girl case

LAS VEGAS (AP) _ Wisconsin police are doubtful that a girl found in a drug arrest in Green Bay last week is a child reported missing in North Las Vegas almost two years ago.

Green Bay, Wis., Police Capt. Karl Fleury said Thursday the girl is not believed to be Everlyse Cabrera, who disappeared from her foster home in 2006.

The agency is awaiting results of DNA tests to be "100 percent

sure," he said.

The girl was found with an adult female and police are still trying to determine their relationship, Fleury said. The child remains in the custody of child protective services while the investigation continues.

" don't feel it is going to turn out to be a missing child from another state," Fleury said. "We continue trying to determine who her parents are and where her parents are."

North Las Vegas police spokesman Mark Hoyt said detectives, following up on a tip, received photos of the child and found similarities to Cabrera.

We're awaiting the results of the DNA test. We're hoping its her. If not, we're going to keep going,'' he said.

Cabrera, who was removed from the care of her birth parents following allegations of illegal drug use, was reported missing June 10, 2006, from the home of a foster family.

The foster parents, Manuel and Vilma Carrascal, told North Las Vegas police they believed the girl let herself out of the house during the night. They refused follow-up police interviews and have not been charged with a crime.

Hoyt said he didn't know how long it would take for police in Wisconsin to get DNA test results.

The Cabrera disappearance sparked widespread searches, a review of Clark County's child welfare system, and a federal lawsuit by the girl's birth parents, Ernesto Cabrera and Marlena Olivas.

They alleged poor foster care screening, training and oversight by eight individuals and Clark County Family Services.

The Carrascals were dropped from the federal lawsuit last year, after they agreed to a $300,000 settlement paid by the county's insurer for foster parents. The money was placed in trust for the girl.

U.S. District Court Magistrate Judge Lawrence Leavitt stayed lawsuit proceedings last month against Melvin Balane, the Carrascals' adult son, after he declared Chapter 7 bankruptcy.

Balane owned the house from which Everlyse disappeared.
