State levies $40,000 fine against backers of 1996 gambling measure

Mike Bragg, president of Palm Springs Gaming Corp., sponsor of the measure, agreed to pay a $25,000 fine to the California Fair Political Practices Committee. Seven contributors who failed to disclose loans to the California Gaming Control Committee were fined a total of $15,000.
Shadowrock Development Corp. was fined $3,000. Bragg is president and majority owner of Shadowrock. The company contributed $222,500 to Bragg's California Gaming Control Committee during 1996.
Fines of $2,000 each were imposed on Odyssey Mortgage, Coombs Inc., Kevin P. McEneely, Granite Construction Co., Michael R. Thompson and William G. Dorey.
Odyssey Mortgage was formed as a limited partnership in March 1996 specifically to loan $800,000 to Palm Springs Gaming Corp., said FPPC spokesman Gary Huckaby.
