State checks candidate complaints

Dean Heller says he got a complaint that Darryl Carr is ineligible because he's a convicted felon. The Nevada Constitution bars felons from seeking office unless their civil rights have been restored.

John Snowden, who filed the complaint against Carr, said he and Carr are former business associates who recently had a falling out. Carr was unavailable Thursday. His work phone has been disconnected.

Heller added that another complaint by a Las Vegas citizen charged that Arnold Stalk can't run because he changed his party registration in June.

State law requires candidates to be a member of a particular party at least since Sept. 1, 1997.

But Stalk argued the complaint should be tossed out because the law shouldn't apply to nonpartisan races.

"In the election guide, it doesn't say anything about switching parties under regents," said Stark, who recently switched from Democrat to Republican.

Stalk, Carr and three other candidates are seeking the nonpartisan District 2, Subdistrict G seat to replace Regent Maddy Graves. Regents oversee the University and Community College System of Nevada.
