Hval rose through the ranks in Lincoln City, a coastal city of 6,000 people about 90 miles southwest of Portland. He started as a letter carrier in 1991 and was promoted to supervisor of customer service in 1993.
Hval's promotion takes him from a post office with seven letter carriers to Carson City's 50 letter carriers.
He replaces Bob McLean, who left Carson City at the end of May to become program manager of operations redesign at the postal service's headquarters in Washington, D.C.
Roberta McKay has served as officer in charge in Carson City since McLean's departure.
