Kim Fung Ng confessed to killing Michael W. Page, 44, and was booked on a charge of open murder with use of a deadly weapon, police said.
Page's body was found by construction workers on the morning of July 17. Police had responded to the park the previous night on reports of gunshots, but found no evidence of a shooting.
"At this time it appears that Michael Page was a random victim who had no association with Ng," police said in a statement.
Police on Thursday also said they had recovered one of two vehicles that were seen leaving the area after the gunshots were reported.
Authorities were still looking for a newer model, dark green Ford Explorer with a gray or tan stripe along the bottom.
Officers want to talk to the occupants of the vehicle to determine if they were involved in the crime or possibly witnessed it.
