Lee Walker faces similar charges in Salt Lake County.
A joint investigation by Nevada and Utah authorities revealed Walker was a participant in a scheme to sell "prime bank instruments" to investors.
The Secretary of State's office said prime bank instruments are fraudulent, non-existent securities.
When sentenced in December, Walker faces up to 10 years in prison for securities fraud and up to 15 years for money laundering.
Attempts to contact Walker and his St. George, Utah, attorney, Jim Scarth, for comment failed.
