Letter: Set priorities for surplus spending

* Shore up Medicare and Social Security.
* Develop training and job programs for the impoverished.
* Pay down the national debt.
Any income tax reduction should be limited to those earning $100,000 or less yearly. Those earning more do not need a tax cut. They are already banking more than they deserve.
