Ferguson also worked hard to make sure the long lines during the 1996 elections, created by a shortage of voting machines, didn't happen again. Her most recent success was in encouraging early voting, which has been extremely popular. But just as everything was running so smoothly, Ferguson abruptly announced last week she was leaving to be the registrar of voters in Santa Clara County, Calif.
