Letter: Clinton should be reined in

I suspect that Section 2 of Article 2 was made part of the Constitution to prevent dictatorial acts of aggression by a president without the consent of Congress.

The referred to article and section reads in part: "The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into actual service of the United States."

Since the Constitution does not give Congress the authority to initiate aggression on other sovereign nations without the declaration of war, the acts now being committed by the president, is the responsibility of Congress. The president ordering attacks on Iraq and sending our troops into Europe to serve under foreign commands is an abuse of power that is reserved to dictators, kings and other tyrants of fascism and communism.

The president, in my opinion, is not the commander in chief of our armed forces. Corruption breeds contempt far greater than familiarity and the officials in charge of our government are corrupt.
