Both men have been active in water issues. Wright worked with Interior Secretary Bruce Babbitt in accommodating upstream river interests in fights over Truckee River water for the lake and its cui-ui fish.

Harry was a work superintendent on Federal Emergency Management Agency flood projects for the tribe. He has been involved with the tribal council since 1985 and was its chairman from 1995 to 1997. Wright took over at the beginning of 1997.

They outpolled Elmira Copeland, who received 61 votes, and Elwood Lowery, who got 58.

Some 320 voters chose Albert John Jr. as vice chairman and Gordon Frazier, Marsha Livingstone, Jimmy Plympton and Mary Dodd as council members.
