Steven Houchens, deputy city manager, in a recent memo to the council, said that if the funding for the design is approved city staff should be directed to negotiate an interlocal financing agreement with Clark County to fund what is expected to be a $7.5 million project.

The financing for the training center on Cheyenne Avenue on Bureau of Land Management land would be similar to the city and county's shared funding for the new Metro communications facility, MetroCom, Houchens said.

The project is contingent not only on approval of the local governments that co-fund Metro, but also on the BLM agreeing to lease the land. Houchens estimates that process can be completed within the next four to five months.

BELTWAY -- The Las Vegas City Council on Monday will consider a proposed ordinance that will annex into the city limits more than 450 Clark County acres around the proposed beltway.

The huge chunk of real estate west of Hualapai Way between Gilmore Avenue and Lone Mountain Road, though contiguous with city limits, will contain five new county islands.

County islands are pockets of nonannexed land that are surrounded by the city limits. If not eventually annexed into the city, these areas, when developed, would receive city services like sewer, water and fire services without its residents paying city taxes.
