Stewart, who worked for the Clark County Planning Department from 1989 to 1997, did not identify what the conflict might be. She only said, "I have had a situation arise in my personal life, which may, in the future lead to a conflict in my professional capacity.

Jack Finn, press secretary to Gov. Kenny Guinn, said an appointment would be made in two to three weeks.

"This is strictly a personal matter and in no way should reflect on the commission in any way," Stewart wrote. "I have enjoyed my time serving the citizens of Nevada and would be very happy to continue to be part of the Guinn Administration in a new capacity."
