Clarification

Because of an error by the Sun, a story in Thursday's Metro section implied that new EPA standards must be met by Oct. 1. When the new rules go into effect Oct. 1, local wastewater treatment plants will begin monitoring surface waters. If any water body exceeds the federal limits, it is declared impaired. Then local agencies, not the state, decide if new facilities need to be built to treat the problem. The Sun regrets the error.
