Kenneth Bailey was killed Sept. 16, 1999, during a robbery at the Chong Hing jewelry store. Police suspected at that time it may have been connected to a robbery of a California jewelry store.
Anh The Duong of Costa Mesa, Calif., and Timothy Mukasa, 26, of Santa Ana, Calif., were arrested Oct. 2 after a two-year investigation by the FBI with help from various police departments, including Metro Police.
Duong is accused of being the leader of a criminal gang that operated from November 1993 through March 2001, U.S. attorney officials in California said.
Three of the 10 people indicted were still being sought, officials said.
