Handbill ordinance delayed

Henderson is going without a handbill ordinance for now, although city officials say they'll craft a new one soon.

The City Council on Tuesday voted unanimously to repeal city ordinances governing the distribution of handbills, which an assistant city attorney said has been somewhat confusing.

Ron Sailon, an assistant city attorney, said changes to the law made about three years ago removed a requirement to have a license to distribute handbills in the city. But those changes did not make it clear that those giving out handbills needed to register with the city even though they didn't need a license.

A new handbill ordinance should be prepared within about three months, he said.

However, the lack of a handbill ordinance for a few months should go unnoticed in Henderson because no one has ever registered to give out handbills, he said.

This would be quite different than handbill laws in some neighboring jurisdictions. For example, handbill laws in unincorporated Clark County have been contentious in recent years, landing the county in court over its efforts to restrict the distribution of handbills along the Strip.
