School District, support staff union reach contract agreement

The Clark County School District and its support staff union have reached a tentative contract agreement, the district announced today.

The district said it had tentatively agreed to a contract through the 2024-25 school year with the Education Support Employees Association, or ESEA, and Teamsters Local 14, which represents some district employees like transportation workers.

The proposed contract’s highlights include setting a $15-per-hour pay base for all support positions; an 8.65% pay raise plus a one-step advancement on the salary schedule in the first year of the contract; and a 2% raise plus another one-step advancement on the salary schedule in the second year.

The first raise is inclusive of a 1.875% increase already provided effective July 1 to offset a recent change to the employee contribution rate for the state public employees retirement system.

Workers also got 20% increases from the district’s contribution to their health benefits – 15% in the first year and 5% in the second – and various internal compensation adjustments.

Additionally, the district said in its announcement that “we will negotiate a separate agreement regarding the available monies allocated in SB 231” — a $250 million statewide matching-funds allocation passed by the Legislature.

Support staffers include bus drivers, classroom aides, custodians, food service workers, skilled trades professionals, facilities maintenance workers, landscaping workers, civilian security and office staff.

“ESEA and Teamsters Local 14 will bring this tentative agreement to our members, who are an important link to our students’ education, for a ratification vote. Negotiations are never easy, but we believe this agreement provides important steps in the recruitment and retention of support professionals,” ESEA President Jan Giles said in a statement.

“We look to the state Legislature to continue funding education. It’s our intention to further increase support professional’s salaries and benefits as additional funding becomes available,” Giles said.

Fred Horvath, principal officer of Teamsters Local 14, said the agreement is “an example of our continuing efforts over the last several years in partnership with the ESEA to advance positive changes to the overall culture and working conditions at the District.”

“This is the first time a tentative agreement has been reached before the school year begins in approximately 20 years, and we look forward to presenting it to our membership for ratification very soon,” Horvath said.

The new contract is pending ratification by union members and School Board approval. 

Students return to school Aug. 7.

CCSD continues to negotiate with the Clark County Education Association teachers union and the two unions for officers and administrators with the CCSD Police Department.

The district reached a tentative agreement with its administrators union last week.

The administrators and support staff union contracts are scheduled for School Board consideration on Friday.
