Demand for Clark County’s rental assistance program has gone up 40 percent last year compared to 2007, bringing with it an unexpected problem: with the shortage of apartments out there for $400 a month, slumlords are taking advantage of the situation, cramming three and four people into apartments meant for less people. Las Vegas apartment inspectors are seeing more complaints reflecting dangerous living conditions.
