I rarely vote in favor or more goverment intervention. However, this is situation which requires it. The old way is costing thousands of lives.

Last night at the Dog Fancier's Park, two people walked into the parking lot and dropped two defenseless puppies, then took off. Couldn't get a car license obviously. Inside the park, some jerk and his son were trying to sell "Chihuaha puppies" for $60 each. There were in a cardboard box. The seller said they were 5 weeks old and had not been vaccinated. Distemper anyone? Look at the Lied shelter kill statistics. It will make you sick. Neuter all pets or don't own them.
