‘Trickle down’ theory disproven by 1990s

This is in response to Jay Carr’s Saturday letter that was headlined “Taxing the ‘rich’ shortchanges the economy”:

Why does Mr. Carr choose to completely disregard the eight Bill Clinton years when the tax rate for the rich was increased, the “trickle down” theory was ignored, the economy flourished and we still managed to decrease the national debt?
