Water purchase doesn’t add up

The March 11 story “Ranchers caught between a rock and dry place” has me confused.

According to the article, a number of ranchers in Northern Nevada are looking to sell their water rights to state or federal governments. But the water rights have been depleted to the point where, as one source of the article reports, “you might have a water right, but there isn’t any water.”

Why would state or federal monies be used to purchase a depleted water source?
